RUGBY REFEREES’ ASSN.

ANNUAL CONFERENCE [PEB PRESS ASSOCIATION.] OAMARU, April 18. The annual conference of the New Zealand Referees’ Association was continued on Saturday, Mr. H. J. McKenzie presiding. A motion of sympathy with the relatives of the late Dan McKenzie was passed. It was decided that the next conference be held at Gisborne. A remit from Poverty Bay regarding constant alterations in rules lapsed, because the matter is one for the New Zealand Union, as referees had no hand in framing laws. A Wellington remit that referees for local representative matches be appointed’ by the usual appointment board of the Association in the centre where the match is held’, was carried. A Southland remit regarding free tickets for referees attending international matches was lost, and an amendment that the Executive endeavour to obtain preferential booking

privileges for members of local Associations was carried.

The following officers were elected: President, B. S. Marshall (Waikato). Executive: G. E. Bradley, J. Francis, A. De Clifton, R. J. Paton, J.’ Moffitt, J. A. Wilson and J. Gilchrist. Secretary: F. H. Mullins. Auditor: H. Bolton.

An application by South Taranaki for direct, affiliation, was referred back to the Taranaki Association. The following recommendations were passed: Scrummage law 15: The ball is available to be put into a scrum when the halfhack is in position to put it in, and the ball must be put in immediately.

Tackle Law 16: A. player is brought down near the goal line, and the ball touches ground in the field of play. The player may not place the ball over the line to score a try. If brought down, and the ball touches the ground on or over the goalline a try is scored.

Penalty Kick Law 24: A referee shall stand on the mark and indicate ten yards from the mark. The kicker must not mislead opponents as to the type of kick being taken. Wilfully throwing into touch Law 25: A penalty kick a.t the place of infringement. Law applies only in the field of play, not in jcoal.

Foul play and waste time, laws 35 and 36: Persistent offenders must be dealt with.
