LABOUR PROPOSAL REJECTED. [BY CABLE —PBESS ASSN. —COPYBIGHT.] 4(Received February 20, Noon). ' LONDON, February 19. Mr Herbert Williams, moving an amendment to the Parliament Act, to obviate the delay in the enactment of certain measures rejected by the Lords, declared the Lords were in too strong a position. In view of this, he proposed that Bills the Lords rejected should be referred to local authorities,. who were a representative section of the people. If they approved, the Bills should be submitted for the Royal assent without delay. The Bill was negatived without a division.
