NEW PACT NEGOTIATIONS. [BY CABLE —PRESS ASSN. —COPYRIGHT.] LONDON, December 26. The “Daily Telegraph’s” Diplomatic Correspondent says: France and Italy are the prime movers in a proposal to create a new Central European security system, and one guaranteeing the independence and territorial integrity of Austria, through the medium of a Six Power This pact would be formed with the co-operation of Germany, Jugo-Slavia, Czechoslovakia, and Hungary. It is expected that a definite move will be made within a fortnight. The first essential is Franco-Italian accord, tor which negotiations have been proceeding. VISIT TO ROME. (Recd. December 28, 10 a.m.) LONDON, December 27. The moment the Saar plebiscite is concluded, action will be directed to signing the Franco-Italian pact, but M. Laval will not pay his long delayed visit to Signor Mussolini until he is ‘satisfied an agreement is assured. In the meantime, it is hoped that Prince Paul’s new regime in Jugoslavia will create a more favourable atmosphere. YUGO-SLAV KING. BELGRADE, December 27. Yugo-Slavian jurists have decided that there is no obstacle to King Peter resuming his studies in England. The Yugo-Slav Constitution provides that the monarch must not be absent from the country for more than six months in any year. This does not preclude the King’s schooling in England. Queen Marie is anxious that King Peter should return to England as soon as possible. He is unlikely to do so before next May.
