Tim Rugby Union has circularised referees, ordering the strict enforcement of scrummage rules, and insisting that the half-back shall stand at least one yard from the scrum and propel the ball with both hands, below the knee, fast enough to reach the hookers’ far feet. The players’ intervening feet must not be raised. Players should be sent off in the event of persistent infringement of this rule.
