The Commission which has been considering charges made against exiting Alfonso is by no means unanimous in its report, which it has presented to the Cortes. Some of the members contend that no responsibility rested on Alfonso while the Constitution remained in force, but it rested upon thp ex-Minis-ters. A majority of tha Commission, however, agree that he was culpable for allowing the nation to be handed over to unconstitutional caprices of the Dictator, and alleged that he committed perjury inasmuch as he violated the oath to- maintain the constitution. The committee also Proposed that ex-King Alfonso should be condemned to death if he re-enters Spain, also that all of his property should be confiscated, and that he should be stripped -in public of all his honours. LATER. . The text of the Commissioner’s report relating, to punishment says: Although the gravity of Alfonso’s offences deserves the sentence of death, the penalty imposed is imprisonment for life. Sentence of death should be enforced only if he continues rebellious, or acts against the Republic. The punishment really amounts to banishment for life, and will be posted throughout Spain, and notified to the League of Nations.
