Farseeing provisions for mobilising men and women in war time are contained in a bill the Supreme Defence Commission has submitted to the Chamber.
Only boys under sixteen, persons over seventy, invalids and expectant
mothers’ are exempted from duty, the nature of which is set out in fiftyfour clauses, one stipulating that economies automatically become 'operative the moment wai’ is declared. Noncombatants are pledged to the same discipline and sacrifices as the combatants.
