LONDON, August 8.
The Soviet authorities have decided to clear from the Leningrad drains and catacombs thousands of waifs, strays and criminals, who are living therein. Most of the children are half-naked and they lead lives lower and more degrading than those of the most primitive savages. These catacombs are full of empty vodka bottles, stolen from the State Vodka shops. The population of the drains has its own Mayor. Life begins at midnight. The men and women teach the children every form of depravity. The officials describe the life in terms unprintable in English newspapers.
