ANGLO-AMERICAN MEDIATION. ' (Official Wireless.) LONDON, December 2. For the first time since it was signed, no action arising out of the Kellogg Pact has been taken, the British Government co-operating with the United States Government in the issue of a joint representation to the Chinese, and Soviet Governments, with regard to the situation in Manchuria, calling the attention of those Governments to their obligations, under the Pact, and expressing the hope that it will be possible' in the near future to come to an agreement between themselves upon the method for resolving by peaceful means the issues ovex* which they are at present in controversy. When the action was announced in the House of Commons, Mr Henderson, replying to questions, said there appeared to be reason for believing tbiat an armistice had been arranged. According to a telegram from the British Consul-General at Mukden, the Mukden authorities had sent to Mos-' cow a telegram accepting;the Soviet terms for the re-opening of negotiations and Chinese negotiators had left Harbin for Hagarosk. Mr Henderson, replying to a question, said that the Chinese Government had announced its intention to abolish extra-territoriality. The Chinese Government was aware of Britain’s desire to enter into negotiations on the subject in a liberal, friendly spirit, and the British Minister in Pekin was endeavouring to initiate discussions. The Chinese Minister had been informed that the denunciation of the extra territoriality clauses of the treaties would prejudice the prospect of a satisfactory issue. “The Chinese Government will doubtless give weight to those considerations, and I hope in the circumstances that they will not in fact carry their declared intention into execution.”

SHANGHAI, December 2. Wang declared that though it is possible the Government will announce the abolition of extra-territor-iality on January 1, he cannot see the possibility of enforcement without the consent of the Powers.
