(Recd. September 28, 11 a.m.) SHANGHAI, September 27. With the city’s food supply almost completely cut off as the result of the recent fighting on the Manchurian border and with'winter approaching, the population of Blagovyeshchensk is faced with starvation.

The town which is one of the principal points on the Amur River is situated on the Russian side, opposite the Chinese town of Tahihio, which previously supplied most of the food and clothing to the Siberian town, but with communications severed, the food supplies have been practically exhausted. The temperature along the border is already below freezing point. Terrible privations are feared. In the meantime, the situation is quiet, slight skirmishes only being reported. WALL STREET LOSSES. (Recd. Sept. 28, 11 a.m.) NEW YORK, September 27. In face of the unexpectedly large increase of 192 million dollars in brokers’ loans to the new high loan record, stocks moved erratically, with advantage to the Bears in a spirited tussle. The weakness was accentuated in the last hour, when fresh selling followed a feeble afternoon rally. Leading stocks closed two to ten points off, with much higher losses registered in the lesser issues.
