Everything is quiet. The workers mostly ignored the summons to down tools. The police seized the whole issue of the newspaper “Humanite.” FAILURES ELSEWHERE. PARIS, August 1. Communist Day fizzled out in all capitals, not a skull being cracked. Military and police measures frustrated the Communist schemes in Vienna and Athens, where disturbances were camouflaged as anti-war demonstrations.
