BRITISH CONGRATULATIONS. (Official Wireless). RUGBY, July 31. The Foreign Secretary addressed the following telegram to Monsieui’ Briand, on the occasion of his becoming Prime Minister: “I beg to offer your Excellency, my heartiest congratulations on your assumption once more, of the high office which you have filled with such distinction in the past. I look forward to the pleasure of congratulating you personally, when we mieet shortly to collaborate in furthering the great work of pacification.” VOTE OF CONFIDENCE. PARIS, July 31. The Chamber of Deputies, after passing a vote of confidence in M. Briand by 325 voes to 136, rose for the summer recess.
