SECRET PLAN REVEALED.

LONDON, October 1.
Yet- another instance of French offinancial circles having inspired system atic leakages of information, such as those connected with the Anglo-French compromise, is revealed by the “Manchester Guardian’s” Paris correspondent, who says. “A leakage which, as was designed, has created a public sensation is one in connection with a General Staff secret document, known as “Plan Z,” containing arrangements for the defence of Paris in case of a popular rising. This so-called defensive plan resembles rather the abandonment of Paris on the grounds of an insufficiency of armed forces. It provides for the concentration of the soldiery and the Republican Guard around the public offices, while the rest of the city is left to the mercy of the mob. The newspapers reveal that certain high military officials oppose “Plan Z” in favour of a strong military garrison and barracks within the city.
