Le Journal’s San Sebastian correspondent alleges that the De Rivera Government is contemplating wholesale arrests, and severe penalties after the discovery of a new plot to overthrow the Directory. ' Tho conspiracy is believed to be widely supported by Spanish exiles abroad, also the inliabitants of tne province of Navarre, where there is intense discontent. Tho Municipal Council of Pompleu na, which recently •resigned, has now been replaced.
