CAPETOWN, September 12.

Mr J. H. Thomas presided at a conference at Bloemfontein between the visiting delegates of the Empire Parliamentary Association and colleagues of the South African Parliament.

The Conference unanimously adopted the principle of Parliamentary Delegations visiting the various countries of the Empire at least once every two years. Mr Thomas and Lord Burnham’s proposal! that the next meeting be in London was received with enthusiasm. It iis expedted that! there will be several further conferences during the remainder of the tour. Mr Thomas, interviewed, re-affirmed that the solution of questions affect-

ing the whole Empire Commonwealth, such as the Indian problem, must be the work of all parties in the Dominions. The Conference would _ pot abrogate the rights of each Dominion or delegate any Cabinet responsibility The conference would explore the-whole situation and devise means to avoid friction.
