R ECOG All lON A ITIIHELD. v .ci. Was Li a Hull uiltl UcAUle WASHINGTON, July 23. Mr Hughes, replying to a letter from Mr 8. Gonipers (President of the U.S.A. Federation of Labour), asking what is the American attitude towards Russia, has re-asserted that the United States delegation would not grant recognition to the Russian Govern-
ment at the present time. Mr Hughes says that the United States, contrary to the European custom, did not withhold recognition from a Government arising from a revolution, but it must be assured that such a Government has popular support. In conclusion, Mr Hughes said: “The United Sttaes cannot consider the recognition of the Soviet, until it receives convincing evidence that the Soviet will observe the fundamental conditions of 'international intercourse, and will abandon its. persistent attempts to subvert the institutions of democracy as they are maintained in the United Sttaes and other countries.”
