CHIIISTCHTJKCH, This Day. lion, W. Fraser stated that work u ttlie Otira tunnel was going on steadily, but it was becoming increasingly difficult to get labour. The men were operatingin very difficult ground. The progress for 1916 constituted tho second best year’s work since starting. He added that the CulverdenWaiau'railway would be. ready for traffic to Waiau on Saturday; Dealing with the general factors that affect the prosecution of public; works, the Minister said that large sums authorised were unexpended owing to labour shortage. He bad set his face against ridiculously high wages, and would ■ sanction nothing over Fl* l veil shillings a day.
