NIAGARA FALLS CONFERENCE
BASIS OF AGREEMENT REACHED
WASHINGTON, May 25. Satisfactory reports have been received from the Niagara Falls conference. A basis has been reached whereon the United States and Mexico will be able to reach :•. settlement. Mr. W. J. Bryan received messages through the Spanish Ambassador .indicating that there was no cause for alarm through the activity of Mexicans around Vera Cruz.
The United States agreed that no aeroplane would pass the Mexican lines while hostilities were suspended. The War Department has decided not to withdraw the battleships from Mexican waters until the possibility of war disappears. •
