BY TELEGRAPH —PER PRESS ASSOCIATIONWELLINGTON, June 27. This afternoon the real ceremony of opening Parliament as distinct from the formal function yesterday, was carried out. The chief points in the proceedings were the reading of llm (Speech from the Throne by His Excellency Lord Liverpool before the members of both Houses in the Legislative Council. At the conclusion of the speech the Governor’s message was received an nonliving that the following gentlemen had been summoned to the Council: —Sir William Russell; Messrs John Duthrie, C. A. C. The Hon. F. H. D. Bell moved a motion of sympathy with the relatives of the late Sir A. R. Guinness in their late bereavement. He 'reviewed the. public career of the deceased, and paid a high tribute to his service as a great Parliamentarian.

The Hons. 0. Samuels and C. H. Mills also spoke in feeling terms. ■J’he motion was carried and the Council adjourned till Wednesday as a mark of respect. house of representatives.

Mr W. A. Veitcli (Wanganui) gave notice to move that the time had when full social and political rights should he granted to all State employees. The Hon. A. L. Herdman gave notice of motion to introduce a Land Transfer Amendment Bil, amendments to the Corporations Bill and New Zealand Architects’ Bill. An Imprest Supply Bill for £772,400 was introduced, and passed all its stages. On the motion of the Premier, seconded by Mr J. A. Hanan (Invercargill), the House adjourned till Wednesday as a tribute to the late Sir Arthur Guinness.
