DISSATISFACTION WITH THE PERSONNEL.

LONDON, April 11
In the House of Commons, replying tu Sir H. 6. G. Parker (Unionist M.P., for Gravesend), the Rt. Hoh. L. V. Harcourt (Secretary of State for the Colonies) said that salaries would be paid the British Commissioners but expenses would J>e paid and a subsistence allowance made when abroad.
Sir H. G. Parker gave notice that at the earliest opportunity he would call attention to the personnel of the Commission.
