THE AMENDED PLATFORM. [PER PRESS ASSOCIATION. —COPYRIGHT ] BRISBANE, July 10. Tho Labour Conference lias concluded. It approved of a scheme as the basis of the adjustment of financial relations between the Commonwealth and States which provides for a proportion of the revenue being allocated. The Commonwealth must have sufficient to cover all existing expenditure apart from reproductive services and to cover old age and invalid pensions throughout the Commonwealth. It is also laid down that tho additional sum is not to exceed a million to meet expanding necessities of the Commonwealth Government, such as creation of the federal capital, railway undertakings, development of north territory etc. The amounts to be returned to the States are to bo fixed on a per capita basis with further capitation allowance to West Australia, gradually diminishing to the level of other States, owing to the exceptional position of West Australia. The amended fighting platform adopted contains the following planks : Maintenance of a White Australia new protection; nationalisation of monopolies ; graduated tax on unimproved land values; citizen defence force; Commonwealth Bank; restriction of public borrowing; Arbitration Act amendment. A resolution was carried expressing sorrow at Mr Watson’s retirement from politics and appreciation at his great services.
