He was the eldest son of the late James Bailfour, of Whittingehame, Haddingtonshire', and of Lady Blanche Cecil, second daughter of the second Marquess of Salisbury, and was born on July 25, 1848. He was educated at Etoii and Trinity College, Cambridge. In 1874 lie was elected in the Conservative interest for Hartford, and represented that constituency until 1885.
