QUESTION OF RELATIONS (Aust. and N.Z. Cable) London, Sept, 4. Mr A. Henderson, Foreign Secretary, told the Daily Herald that there could not be an actual resumption oil Anglo-Soviet relations until a report was made to Parliament. The interval could be usefully occupied in arranging tbe procedure for tbe subsequent negotiations winch he hoped would lead to a settlement. The Government desired to re-establish relations as «oou as oossible. ■
