STARVING CHINESE STUDENTS.

Seven hundred Chinese students in Tokio are in dire straits owing to tho failure of the Pekin Government to send supporting funds for the last three months. The Japanese Government has refused to advance further loans. The Chinese Minister has never arrived, and the Charge d’Affaires disappeared last week, it is supposed, to avoid students who are haunting tho legation.
