CAN A BRAKE BE PUT ON SPEED MANIACS? j At yesterday's meeting of the Oroua i County Council, Cγ. McElroy drew at<l tentioii of members to the recent tragedies due to high speed by mottorists I on; our highways. He moved that j two members of the Council be asJ sociated with its Engineer to secure j by-laws, on the matter from other local bodies with a view to. getting such a. regulation as will tend to reduce dangers within the Oroua County Council. In order to make by-laws effective it was essential to get Ithe aid of the police. The speaker would like the police-trap system of .England —by which times are taken .at each end of ja,-.highway—adopted out Iwre. There should be some syskeru of licensing drivers, and on conviction and two endorsements a speed maniac should be prohibited from ever again driving a car. Cr. Vincent liked the American sys- ; stem best, under which the convicted speed maniac was not only, deprived ofihis license to drive, but die was not even allowed 'to ride in a motor car. But as ia matter of fact the only effective way was to cut down the speed of the engines. It seemed that the wider the road the greater the danger—that conduced to speed danger. Cr. Morrison did not think by-laws would help much. The trouble wiith some of the road hogs was that "they would not. take enough' water with, it." The motion was adopted, the member of the Committee being Crs. Pearce, McLennan, and McElroy, with the Engineer.
