Following on the failure of tho Po lish Kingdom proclaimed m November, Austro-Germany is re-partitioning tenth of Russian Poland and Austria the remainder. The Emperor of Austria becomes King of Poland, which is to include Galicia. The Dual Monarchy thus becomes a Triple Empire. "New"Poland will have its own Government and Parliament, but the army and foreign policy will be imperially controlled. • The scheme renders the Poles liable to serve in the Austrian army and also removes the Galician deputies from the Reichsrath, assuring German predominance there. SUBMARINE SUCCESS HOPELESS. London, September 6. A high naval authority states the increases in the submarine sinkings are mainly due to flukes. Though Germativ has put all her strength mthe submarine campaign and is building larger vessels, there is no prospect of her eventual success in the time allowed. America's help fixes a time limit, and besides that British offensive measures are in full blast. FRENCH SHIPPING RETURNS. In the week ending September 2 the French arrivals of ships totalled 828 and the sailings 743. sinkings three over and nine under 1600 tons. One steamer was unsuccessfully attacked. CONSERVING LEAD SUPPLIES. The Minister for Munitions takes possession of all the lead in the United Kingdom from September 1.
