RAISING SINEWS OF WAR

The War Loan Committee's report on tho war Joan scheme for workers provides that every deposit of 15s 6d or accumulation of savings reaching that sum entitles the subscriber to rcceivo £1 at the end of live years or a pro rata amount for a lesser period. The committee reported against increasing the interest on savings hank deposits and against forced loans by deductions from incomes. It recommends the organisation on' an extensive scalp of voluntary saving associations and tho adoption of a scheme for facilitating iho lodgment of small amounts until, they reach 15s 6d, either through the savings banks or by means of cards with spaces for six penny stamps. The War Loan Committee also suggest drastic taxation calculated to curtail unnecessary expenditure, also that a, greater proportion of the cost of the war be raised by additional taxation, particularly of the wealthier community. Tt recommends that the war savings associations should devise schemes to encourage thrift. Tt does not recommend a lottery of bonds, on the ground that an element of chance would .be involved.
