This inquiry was predicated upon assertions of a resident of New York, > who said he was an agent of Captain Karl Boy-Ed, the recalled Naval Attache of the German Embassy. The agent told Federal officials that a,million dollars was the sum to be used in, "inHueinoing" Congressmen. He said ho had received thousands of dollars from Boy-Ed in a far-reaohing effort ibo prevent the export of munitions. Tho informant haul headquarters for a 'considerable timo ait tho palatial Hotel Manhattan. He i.s a former per-diein man for a national detective agency. At tho Manhattan he posed as a colonel. He asserted that he "approached" half a. dozen U.S. Congressmen in an. effort to secure support for an Arms Embargo Bill. He declared that he had received 1000 dollars a week from the * Gorman. Naval Attache, and that he was assured that he could spend 1.000,000 dollars if necessary to the propaganda.
