TO CHANGE THEIR CAPITAL. Rome, October 3. - A message from Vienna states that the military authorities have ordered the fortifications of, the suburbs and adjacent towns, and; made preparations for the ultimate removal of the capital to Prague. This has caused alarm to the population, who are leaving the city. Bucharest, October 3. After occupying the principal towns of Huckovina, the Russians have begun to advauoe.
