ASKS THE CZAR FOR PEACE. CZAR WILL ONLY SIGN IN BERLIN. WHY THE ALLIES MADE THEM', DECLARATION OF UNITY.

Mr Victor Massen-, the American metal manufacturer commissioned l<) buy material oil behalf of the Russian Government, states that- he has official authority to say thei Kaiser telegraphed to the Czar suggesting tfcofc he should withdraw his troops from Germany. Austria was also making suggestions for peace. The- Czar scut telegrams bearing on the subject to London and Paris, and next day the Allies signed a diclaration regarding common terms of peace. Then the Czar, in a speedi, declared that he woiild only sign a treaty in Berlin.
