RIDER"HAGGARD'S PROTEST.

London, April 25, Mr Rider Haggard, the well-known novelist and writer on agricultural matters, protests that party machines are controlling great numbers of constituents from headquarters in London. Mr Haggard contends that the foundation of representation in the present circumstances is money, not merit. The Times takes up the subject in a leading article and sympathises with Mr Haggard's protests.
