THE CANADIAN-U.S.A. TROUBLE,

TRYING THE TACT OF TAFT.

President Taft, Messrs Knox and Pepper (members of his Cabinet), three members of the Tariff Board, and Senators Aldrich and Crane, are conferring with reference to the tariff negotiations. President Taft reports that there appeared to be little chance of reaching an agreement with Canada, but progress had been made towards a settlement with France, whereby the latter would have the advantage of a 25 per cent, reduction on the Payne tariff. London, March 15. Advices from Toronto state that President Taft- considers the Canadian treaty with France involves undue discrimination against 'America, but that possibly Sir Wilfrid Laurier may make concessions to avoid a tariff I war.
