THE DAYLIGHT-SAVING BILL AGAIN. A LIBERAL WIN. [BY BLECTBIO TELBGEAPH — OOPYBIQHT.] [PKR PKEBB ASSOCIATION.] London, March 6. Mr Willott's Daylight Bill to advance the clock an hour in April and sot it back in September, is being increasingly supported in business circles. Labour members opposed the second reading of the Bill, but Messrs Churchill and Lloyd-George supported it, but the Government was neutral. The second reading was carried by 130 to 94. The minority were mostly agricultural members. xhe election for Hawick, rendered necessary by the elevation of the Hon. T. Shaw to the bench, resulted in the return of Sir John Uarran (Liberal), who defeated Mr H. J. Mackinder (Tariff Reformer) by 3028 votes to 2508. _ M —_
