The Kaiser has approved President Roosevelt's nomination of Dr. Hill, Ambassador at the Hague, to sueoeed Tower. The Kaiser receutly sent, through the American Embassy, a personal letter to President Roosevelt giving his private Teasons why Dr. Hill would not be accepted. Excitement was caused in Washington because of Dr. Hill's popularity in the American Foreign Office. Ber- , lin professes ignorance of the matter.
