Comments by the London Times. Received August 29, 7.28 a.m. London, August 28. The Times, commenting on its New York correspondent's despatob, says nobody will be surprised and all parties will be gratified if it turns out that the treaty has been renewed and extended. What will cause surprise 13 the superstructure erected by plenipotentiaries who do not believe a fraction m the foundation of the audacious theory regarding oar wishes and Japan's expected fresh offer. The only peace we wish is a peace which will secure permanently and satisfactorily to Japan the objects for which she entered into tlie war. She alone is the judge of what the terms must bo. It is true that we do not wish Russia to lose hec place in Europe, and for that reason we are anxious that she will accept the just and reasonable terms offered. If these are rejected she will almo3t infallibly suffer disaster, crushing to her authority and influence in Europe, and equally so in Asia. Reuter's Portsmouth correspondent says that Monday's conference was privately postponed until Tuesday afternoon at the instance of Takashira.
