In the House of Lords, Viscount Goschen, referring to the financial aspect of the war, said in eighty-eight it was estimated that the three per cent consols, if translated into two half per cents., which was subsequently done, would have been worth eightytwo, whereas now they stood at ninety-seven, despite the exhausting war and the borrowing of one hundred and fifty-nine million.
