Kiwitea County Council.

The following business "was transacted at the monthly meeting of the above in addition to that published in our yesterday's issue, the Councillors present being — Crs Jacob (chairman^, W. Jones, J. Reid, W. Morton, F. Homer, J. J. Williamson, and G. Shannon : — Correspondence was received and dealt with as follows : — From the following, requesting payment for bushfelling on road lines : F. A. ' Lippet, T. A. Morine. From W. Smith, Hautapu, asking permission to fell bush on road line. — Granted on usual terms. From Under Secretary Department of Justice, a letter enclosing rider o£ the jury to the verdict at the inquest on the body of a person unknown, drowned in the Rangitikei river at the Otara ford, to the effect that the Council proceed with the erection of the bridge at once. From J. Carey, declining to fell the bush in Rangiwahia cemetery unless paid for as soon as the work was complete!. — To be paid for work when passed' by Engineer. From Commissioner of Crown Lands, stating the Land Board had agreed to proposal to expend thirds released from hypothecation certificate No 21, subject to amendment to include the road round the bluff at N.E. corner of the native reserve in the portion of road upon which the money is to be spent. From F. Pemberton, stating he was requested to write to the Council asking that Kimbolton road from Beef Creek northwards be repaired, and stating the Minister of Lands had promised to assist if the Council would take some steps to comply with the request.— No letter received from the Minister of Lands. From Treasury, voucher for £475 for Cheltenham Cross road bridge loan ; also, £1500 for Vinegar Hill road bridge; also, £860 for Kiwitea Cross road and two otner roads and £130 for construction of Mcßeth's road ; also, that application for loan of £'327 for repairs to Onepuhi bridge had been provisionally approved. From Commissioner of Crown Lands, schedules for "thirds" and "fourths" accrued from sections to October .31st, 1895. From E. Charles, asking permission to graze his horses on road while workiog on his contract on Hayne's road. From E. Barrett, A. Boshier, H.Buckrell, D. Wood, and J. F. Ruscoe requesting the Council to call for tenders for continuation of formation on west end of Mangoira road. From T. A. Bryce, re cutting cocksfoot seed on roads. From A. Eose, Pemberton, inquiring for amount of thirds in hand from sections 44 and 45, and requesting that same be spent in widening cutting. — To be supplied with information. From R. Bochnig, stating there was good metal in his property, he was willing to let the Council have it at 5d a yard. From the Sangitikei County Council, enclosing resolutions passed by them condemning the Local Government Bill. A petition was presented by Cr Shannon, signed by thirty ratepayers, chiefly in the Ongo riding, requesting that byelaw 5 be suspended and that the ranger be instructed not to impound cattle in the Waituna and Ongo ridings from sunrise to sunset. SPECIAL MEETING. A special meeting was held to confirm special orders relative to the following loans :— Otara bridge, £650 ; bridge over Oroua river on Birminghan-Apiti road, £495 18s 8d; Kiwitea bridge within Feilding Borough, £375 ; Onepuhi bridge repairs, £326 17s 6d. ORDINARY MEETING. " The question oi erecting a bridge at Otara was considered, the Engineer, Mr C. Bray, junr, having submitted plane for a suspension bridge by instruction. He estimated the cost at £4650 for the bridge and £1310 for the eastern approach and about £550 for the .western. A letter was also read from Mr G. T. Murray, surveyor, to the Department ot Lands and Survey, to the effect that a cylinder bridge at Otara is more suitable to the nature of the ground than a suspension bridge, which he estimated would cost £5500. Consequently , he said a truss bridge on cylinders would be required. The length of the bridge according to Mr Bray's plans was 320 feet, with a platform of 340 feet. Vr Shannon would prefat to see the roads made before the work of erecting this bridge was undertaken, as every step they took would make it more difficult to turn back. Cr Jacob replied that by sending the plans to the Rangitikei County Council or Government for approyal, they did not pledge themselves to go on with its con* struction. Proposed by Cr Reid, seconded by Cr Homer, That the suspension bridge plans for Otara be forwarded to the Rangitikei County Council and that their consent thereto be given with the erection of same m terms of Publio Works Aot 1894, section 113 ; also, Mr Murray's opinion be sent-— Carried. Messrs J. H. Richardson and J. Shapleski waited on the Council and presented a petition, through Cr Homer, requestins: that the services of the ranger in the Birmingham Block be dispensed with until a pound is erected in Birmingham. Mr Richardson acted as spokesman and pointed out the hardships and inconvenience being caused through haying their cattle impounded at Cheltenham. Resolved, That the Engineer be instructed to get the bush felled and stumped and tho road formed through the bush of the Mangamaka road. Proposed by Cr Homer, seconded by Cr Jacob, That tenders be called for the continuation of formation on the west end of the Mangoira road, to close at the next meeting. The cost not to exceed the amount of thirds in hand from sections owned by petitioners. — Carried, Resolved, That the following alterations be made in the rate roll :—Stanbury Bros, in place of W. F. Burdekin, W. Still in place of B. and H. Miller, W. Allen in place of G- P- Chnrch, Or. E. Young in place of Bosher Bros., G. E, Blunden in place of E. Gladstone. Resolved, That tenders be called fprthe right to cut grasa seed on any of the. roads in the Kiwitea County ; tenderers to state the road or portion of road they are tendering for; tenders to be in by December meeting, amount of tender to be enclosed. Proposed by Cr Reid, seconded by Cr Homer, That the Chairman instruct the Council's solicitors to bring Bath's busness before the S.M. Court as suggested in Messrs Martin and Richmond's opinion. — Carried. Resolved, That ten per cen.t be added to all rates unpaid on December 22nd next, and that any rates unpaid after that date be sued for without further notice. Proposed by Cr Shannon, seconded by Cr Morton, That the Commissioner of Crown Lands be requested to lease £220 9s 9d of hypothecated thirds belonging to the Ongo riding, for the purpose of transferring the same from the land account to the general account, as this amount has been expended out of rates on loan works in anticipation of getting the £500, being balance of £5000, loan which hTas~ been refused by the i Treasury; these thirds were allocated to ( pay interest on this loan. — Carried. Proposed by Cr Shannon, seconded by Cr Williamson, That the petitipners from the Ongo and Waituna ridiDgs regarding the grazing of dairy cattle on the roads in those ridings, be informed that this Council cannot grant their request. — Carried. ing of Crs Jacob and Williamson, be appointed for the purpose of arranging for advertising notices and general advertising for the next twelve months, and report at the next meeting of the Council. Proposed by Cr Homer, seconded by Cr Jacob, That tenders be called, to close at the next meeting, for the various Works in the Apiti riding, for which loan money is now at hand, viz., Peep-o' Day, £325 ; Bluff, .£255 ; Kiwitea Cross road, £280 ; Mcßeth's, £130. Proposed by Cr Morton, seconded by Cr Homer, That Cr Homer, and the mover, be a committee to discuss terms with Mr Goodbehere, or others, to carry on the offices in Birmingham ; also, for an office and to report at next meeting ; and that the January and future meetings beheld in Birmingham. -Carried. Following tenders were received :— Forming and culverting 42 chains 75 links, Haines' road — Macintosh and Speed, 19s 7d per chain (accepted) ; Jos. Woulfe, £4A 17s 6d ; E. Charles, £54 ; M. Doherty, £42; Behrent and Strawbridge, £52 10s ; B. Poole, £108. Trimming »nd metalling 55 chains Mcßeth's road— Prendergast and Co., £2 per chain (accepted); Jos. Sbapleski, £210; B. Poole, £2 13s 6d. Delivery of 200 yards metal on Mcßeth's road-B. Poole, 2s 3d per yard (accepted) ; Jos. Shapleski, 4s yard. Delivery of 500 yards metal Waituna riding — Behrent and Strawbridge, 2s lid yard (accepted) ; Jos. Shapleski, 3s sd ; B. Poole, 3s lOd ; C. McColl, 3s 3d.
