“I question very much if any man gets the full value of the improve-' ments he makes to his land,” remarked the Hon. R. F. Bollard in a speech at Waingaro. “Take the man who has swamp on his property or has bush lands; he drains it and strikes hundreds of logs. Would he get back the cost of the labour he has to pay to get those logs out? I doubt it very much.”
