The Italian Communist leader, Togliatti, paid a surprise visit to Belgrade, says the ‘ Daily (Mail’s ’ Rome correspondent Togliatti is the first topranking Italian politician to visit Belgrade since the war. Observers express the opinion that the visit is the first case in which Moscow is applying Communist Party diplomacy to settle disputes between a Russian satellite and a nation outside the Russian sphere of influence..
