' LONDON, Oct. 16. Mrs Van de Elst was fined £2 on a charge of. obstructing the highway outside Pentonville Prison on the occasion of the hanging of Heath. One of the three men who last night posted bills in the vicinity of the prison was fined £l. The other two men were put on probation.
