RESTORATION WILL TAKE TWO YEARS GRAVING DOCK AGAIN IN USE (Rec. 8 a.m.) SINGAPORE, Sept. 10. The authorities say that the naval base will not be restored to pre-war standards for two years, and. only then if the Admiralty makes available sufficient funds for repairs to machine shops, warehouses, roads, and other installations. The base at present is operating at about 60 iper cent, of its pre-war efficiency. The King George V. graving dock is again operating, but the future of the floating dock is doubtful. A ship was in dock when Allied bombers sank it after the Japanese had raised it. Naval salvage experts say they are unable to state whether the dock should be raised and repaired until the Japanese ship is removed
