GALE LASHES SOUTHERN ENGLAND (Rec. noon.) LONDON, Feb. 3.. A non-stop gale and torrential rain gave South-east England and the Straits of Dover the stormiest and wettest week-end of the winter. Tremendous seas forced vessels to shelter, and pounded and damaged several promenades and seawalls. Rainstorms waterlogged farmlands in East Kent.
