In an effort to postpone 1 the establishment of a Trusteeship Council, Mr John Foster Dulles (United States) presented an amendment to the Trusteeship Committee seeking postponement of this step until the United Nations again met in the United States. 3?he Preparatory Commission, in the original resolution, called for the establishment of a Trusteeship Council at this session, but the American amendment declares: "The General Assembly _ regrets that it cannot, at this part of the first session. establish a Trusteeship Council. This is not because of any lack of desire to do so, but because, before a Trusteeship Council can be established, the trusteeship agreements must conclude." Mr Dulles said America did not intend in any way to deprecate the work of the Preparatory Commission. Indeed, the United States delegate had voted for the action which it was now proposed to amend. " To-day the Assembly faces a situation different from that with which, the Preparatory Commission dealt. It is that fact alone which leads us now to propose this amendment." Since the Preparatory Commission had reported, most of the six mandatory States had publicly declared their intention promptly to negotiate trust agreements. , Thus the States to which the Preparatory Commission's resolution was directed had already begun to act. .That justified the great hopes which many placed in U.N.O.
