LEADERS AT VARIANCE LONDON. December 19. The ‘ Daily Telegraph’s ’ industrial writer says that relations already known to be imperfect between Sit Walter Citrine and M. Saillant, respectively president and general secretary of the 'World Federation of Trade Unions, are not likely to be improved by the message of M. Saillant. sent to the Moscow Conference, urging Britain, America, and Russia to break off relations with Spain. It is believed that W. Saillant acted without consultation with Sir Walter Citrine and other colleagues.
