A Moscow message says Persian troops and gendarmes in Reziuen. Miranda, Aliar, and other towns have now completely submitted to the Azerbaijan Government. The Russian Embassy in Teheran has not yet acknowledged applications by foreign newspapermen and the representative of the United States Stato Department to enter Azerbaijan. British and American correspondents have been seeking admission to the area for the past 10 days.
