PLANS FOR INDO-CHINA
PEOPLE TO BE TREATED AS EQUALS FRENCH VIEW OF REVOLT (Pec. 12.15 p.m.) "PARIS, Oct. 19. The French Government's plans for. Indo-China envisaged a self-governing commonwealth, said M. Francois de Langlade, secretary of the General Inter-Ministerial Committee on IndoChina. He added that nobody in France would think of treating the colonial peoples other than as equals. " We have clone notable work politically as well as socially in the past," he said, " but the revolution demands an increased effort. We must sympathise with the new spirit of emancipation." He said the Japanese were getting a hold on. the youth of IndoChina, organising them into Fascist terrorist bands. The Annamese Nationalist organisation, Vist Ninh', was a genuine resist- • ance army until March, 1945, but after then it received arms from the Japanese. It was a very mixed organisation, and did not represent the vast majority of the people. The real trouble was that there were only 2,000 French troops, in IndoChina and 80,000 Japanese, who were not being properly disarmed.
