JAPAN NOT A CIVILISED NATION NEW YORK, October 16. Admiral William Halsey, in a speecb at a dinner given in San Francisco in his honour, said. " The fight against Japan called for the total defeat of a ruthless foe, whose character and deeds we all have ample occasion to know and remember. I hold steadfastly to the principle that until she proves herself worthv, Japan cannot and must not be admitted even to the society of civilised and decent nations."
