DRASTIC REORGANISATION

AMERICAN STATE DEPARTMENT WASHINGTON, August 17. President Truman has ahnonuced Mr Joseph Grew's resignation as UnderSecretary of State. His successor will be Mr Dean Acheson. - Mr Grew's resignation is the first significant move in what promises to be a drastic reorganisation of the State Department, says the ' HeraldTribune's Washington correspondent. The appointment of Mr Acheson, who is to serve immediately under Mr J. It. Byrnes, came as a surprise, as it was widely believed that his recent resigna- \ tion from the Assistant-Secretaryship was due to a desire to re-enter private business Mr Acheson becomes the key man around whom Mr Byrnes appears to be on the point of making sweeping changes in the personnel and organisation. In his • letter of resignation Mr Grew pointed out that he had passed the retiring age. "The correspondent believes that he will be asked to serve in an advisory capacity with the United States military forces of occupation in Japan.
