THE SURRENDER TERMS

PARTISAN GOVERNORS APPOINTED IN MILAN AND GENOA

LONDON, April 27. The terms of the general surrender as broadcast are: All German land and sea forces must surrender unconditionally. The Italian National Liberation Committee pledges to extend to prisoners treatment" required under international law. The committee- reserves the right to deliver prisoners to the Allied Command. Genoa radio also announced, that all the Germans who do not surrender immediately will be considered as snipers.. ■ Turin radio announces that Riccardo Lomhardi, a partisan, has been appointed Governor of Milan, and Jbanduei Farr'al Governor of Genoa. The Exchange Telegraph's correspondent at Zurich, quoting eye-witnesses from Milan, says the National Liberation Committee made several hundred nrrcsts and is combing'out the citv for nco-Fasoists trying to hide among civilians. There have been fierce battles in streets and houses. The committee is doing its utmost to prevent an outbreak of lynch law. Fighting is going nn everywhere from Milan to the Swiss frontier.

Neo-fascists, most of whose weapons the Germans took, are suffering considerable losses. Brisk shooting was heard along the border' from battles between patriots and Germans. ■ It is officially announced in Rome that, by agreement between the Allied Command and the Italian Government, the North Italian National Liberation Committee is authorised to exercise governmental powers during the interval between the German retreat and the Allies' arrival.
