FORMATION OF LEAGUE CONGRESS TO BE HELD THIS MONTH RUGBY, March 2. The Arab Foreign Ministers' conference, says a Cairo correspondent, has held 16 meetings, of which the last on Saturday morning was devoted to signing and speeches: A Pan-Arab congress has been convened for March 17, at which formal approval of a constitution is to be given by Arab heads of State. Meanwhile nothing has been divulged of the points of the constitution, which is reported to .include 20 clauses. Nokrashy Pasha, the Egyptian Prime Minister and Foreign Minister, in a y speech, to the closing meeting on Saturday, said the Arab League aimed at ensuring the welfare and safeguarding the interests, not only of independent Arab States, but also of Arab countries which have not yet attained independence.
