NEW BRITISH INSURANCE BILL Press Association —By Telegraph—Gopyriglit 8 a.m.) LONDON, Feb. 25. In a speech at Newcastle, Lord Woolton said that in this session of. Parliament the Government would introduce a Bill dealing with compensation for .industrial injury. The. Government lyas drafting a Bill bringing health insurance, unemployment insurance, widows’ benefits, and funeral and old age benefits into a comprehensive measure which because it had been agreed to by the Coalition Government, every party was committed to bring into , being as soon as it is ready and as soon as parliamentary time permits. In the main, the Government scheme was based on insurance; that is benefits to be paid for premiums received. " Insurance did not discourage thrift. It was in itself a form of organised thrift. National insurance .was organised thrift hacked by the Exchequer. The contributions provided only a minimum cover. They left plenty, of room for voluntary insurance to supplement the State insurance benefits. 1
